What it means
This is a statement about ancestry rather than a figure of speech. Birds sit inside the dinosaur family tree, on the branch that also holds Tyrannosaurus, and the traits that look most bird-like arrived long before flight did: hollow bones, wishbones, air sacs and feathers all appear in animals that could not fly. Paleontologists write of non-avian dinosaurs ending in the extinction, and the wording is careful on purpose.
