What it means
Its outer shell of electrons is full, so it has nothing to gain by bonding and no chemistry to speak of. Every other color in a so called neon sign comes from a different gas or a coated tube. The characteristic orange red is neon and neon alone, which is why the signs got the name even though the blues and greens are argon and mercury vapor.
