What it means

Breathable oxygen is two atoms bonded together and ozone is three, and that single difference changes everything about how the molecule behaves. Three is an unstable arrangement, which makes ozone reactive, which is what lets it absorb ultraviolet light high in the atmosphere and what makes it an irritant to lungs at ground level. Same element, same atoms, protective in one place and a pollutant in another.
