What it means
Pure air can be pushed well past saturation without a single drop appearing, because the first tiny droplet has so much curvature that it evaporates faster than it grows. A solid particle gives the water a surface to condense onto and skips that problem. Dust, sea salt, pollen, smoke and pollution all serve. Cloud seeding is the same idea done deliberately, and it explains why the air over a city can hold more cloud than the air over an ocean.
