What it means
The second, meter, kilogram, ampere, kelvin, mole and candela are enough to build every other unit in use. A volt, a joule, a pascal and a watt are all combinations of those seven. Since the 2019 revision, all seven are anchored to constants of nature rather than to artifacts or to the properties of particular substances, which is why the whole system can be rebuilt from scratch anywhere.
