What it means

Not very small resistance. Zero, as far as any experiment has been able to establish, below a temperature that depends on the material. A current started in a closed superconducting ring has been watched for years without measurable decay. That is what makes the magnets in an MRI scanner and in a particle accelerator possible: once the field is established the power supply can be disconnected, and the current keeps going around.
